He skated full-speed, from behind, *nowhere near the puck* (his direction of motion is literally a 90 degree angle to the direction of the puck, and he curves to his right as the puck moves left), through a stationary player whose only crime was turning to face the puck. He only turned to the puck *after* he had collided with Makar.
If that’s legal by the letter of the rule, and it seems to be, it needs to not be as soon as practicable. This will only continue happening if it’s not a penalty to play as a human missile as long as your target moves their head slightly, and this is the kind of thing that results in serious concussions or worse. « Carter played legally » is 100% the wrong takeaway here; the right takeaway is « a system that allows this collision to happen with zero accountability for a reckless player, off the puck, is broken and must be fixed immediately. »
The most outrageous thing about this is that if Carter had simply stopped where he hit Cale, clear-cut interference. But skating recklessly through his fucking head– all good!
EDIT: And to be clear, I don’t think Carter was headhunting. I just think he wanted to knock Cale off balance and did it in a super reckless way that ended up taking him out for two games, and it’s on the league to step up and fix this. It’s a hit that had no reason to occur at all and it ended up taking out one of the biggest stars in the game. I’m not allergic to big hits and I’m not trying to soften the game, but you have to protect players brains when they’re not in the play. No reason for this to be legal, unlike the hit on Kadri the other day, which was dangerous but *he was playing the fucking puck*.
