An app probably means analytics, which is good, but clearly the analytics department had too much lead paint in their house growing up

I can understand using analytics, but ffs you have to use scouting reports as well. You have scouts for a reason.
When Tortorella made that comment about not knowing how bad DeAngelo actually was defensively…how the hell can you say that? It proves that they did zero research before acquiring him.

This is Chuck positioning himself for job security. Guarantee you that come April, Dave Scott fires the app and Chuck stays GM for another year.
Chuck screwed up yes but sounds bad if we think of it as a phone app. If you think of it as an analytics program on his computer from the the analytics dept it sounds more normal.
So he uses Chel21, which says Risto is a medium elite. It all makes sense now!
When he traded for Ristolainen, I joked how I just did the same trade in the GM mode of the newest NHL game and that Fletcher probably uses it too. Got like two upvotes, I feel like I deserve more.
