    Back in the day that's still a penalty in most cases just go watch videos from the mid 80s to now and you will see what I'm talking about.

    a tall guy hitting a short guy problem. Reverse the players and that's a clean hit all day

    That is a good hit. Lowering your face into the opponent's shoulder doesn't make it a penalty.

    I was a shorter player, back in the day I’d go really low and take out the knees, big guys would fold like an accordion then I’d get charged for tripping. They need to teach players to go low instead of having their necks broken, teach the goons some respect.
