The design of it is based off of the RR 2.0 jersey and from the NHL site for the jersey;
« The design draws inspiration from the year 1995, celebrating the best season for the International Hockey League’s Las Vegas Thunder. »
Not sure but I think this year’s reverse retro jersey was supposed to emulate 1995.

Look at the wordmark -and orange shield, it’s a reverse retro themed plate. 95 is the year printed on the jersey. I believe it lines up with some minor league team in Vegas but the jersey itself wasn’t based on anything but old hockey and Vegas design.
