Teams that are struggling to fill the stands have to have a really good pre-season because that is the only way they can sell season tickets.
Teams with really good up and coming young players and a solid team and ticket sales can afford to play the younger and newer players in order to see how well they do. They can do that because they know the solid fan base will still be there even if they loose most of the pre-season games.
