My parents made my cousin and me smoke cigarettes til we were sick when we got caught. But that was early '60s. It was a common thing back then. Of course second hand smoke was totally ok.

Sometimes "the General" takes advice from lower ranks that may be more in touch with the soldiers moral, so I think Sheldon was smart to hear out the goalie coach and take his advice. I am sure most of the times "the General" does in deed decide.
