Why do Mika and Kreider stay on PP1 when they’re the main issues

Fox will start on both power plays, Gus is just on for practice and in games would come on whenever there is a switch. Whether PP2 or PP1 starts, fox will be on the ice

I’m cool with mixing up the units but Wheeler and Brodz on the top unit doesn’t make sense. Trocheck should be on top unit to take faceoffs and be in bumper position. Wheeler and Kreider are both net presence guys.
I would have Kreider,Mika,Trocheck,Gustafsson and Kakko
2nd Unit Panarin,Brodz,Wheeler,Fox and Laf.
I get it not wanting to mix up lines as the first shift after PP would be the 4th line followed by 1/2 line
