FWIW he hit it "at or near" the crossbar down, but he actually hit it again afterwards when the puck was on the ice for the goal. Because the goal was technically scored with the stick on the ice, there was no reason for an automatic review and Cassidy decided it was too close to challenge.
To explain the cliffhanger at the end, there are two different limits for how high your stick can be when playing the puck. For a shot that goes directly into the goal off of your stick, the contact between the puck and your stick must take place at or below the height of the crossbar. For any other instance, it must take place below the height of the shoulders of the player playing the puck, which is higher. If the puck had gone straight in after Noesen's initial contact with it in the air, then that goal would have been disallowed. But since Noesen hit the puck a second time with his stick after knocking it down, while it was lower than the crossbar, and since the goal went in off of that second stick contact, it's a good goal.
