Ottawa gonna scoop him up, no more hugs.
Apparently, Ottawa asked the Bruins 1st if he was willing to waive and according to 2 different nhl sources he said yes. They didn't want to waste time negotiating if he wouldn't waive so they asked first.
As to your remark of them being a horribly run franchise, yes they were a horribly run franchise. Not anymore. The lame duck GM they had is gone and the "lets cuddle with the players" coach is gone. The horrible scouting staff that were around for years got fired last month. They have filled out the staff positions in the front office that were vacant for years. Brand new assistant coaches. More development staff now. They now have a permanent analytics department as of a few months ago. It was always contracted out before. The new guys they hired are apparently well-respected and knowledgeable. They just hired a new video coach as well. They are keeping Senior Advisor to the Coaching Staff Jacques Martin. So they went from a cheap owner with almost no staff to an owner with experience who wants the cup bad, has money and has basically a whole new staff top to bottom with a little extra thrown in. And the new owner actually moved his family to Ottawa to live to show commitment to the fans. And they have also hired new staff on the business side of the franchise as well, not just the hockey side.
