I wouldn’t say he got shafted. He’s a good to great goalie on teams that just never won Cups. And he kept getting traded because he was in those situations constantly.
There are so many players/goalies in the NHL, and even in any sport, who had good careers statistically but never won championships, and I’d say that for the most part, almost all of them were not « shafted. »
I think he is a solid above average goalie

Is it a personality thing? Do teammates, coaches just not like the guy?
Talbot’s stats for screwed a tad by being forced into the role of the guy in net during some of the bleakest years of Edmonton’s existence.
He’s had proven to be a solid back-up goalie. Not a good 1B. He should be third goalie to Husso and Lyon. Those two should be 50/50 until one proves to be a full starter
