No, Canada already has too many teams, like Ottawa and Calgary. If Quebec wants a team, relocate either one of those meaningless teams. The growth will be on US side solely.
People over romanticize Quebec City. It's purely an underdog storyline. If they returned, people will move on to the next trendy thing.
I've joked before that in the 27th century the NHL will have transformed into the Interstellar Hockey League, with 96 teams scattered across 11 star systems and Quebec City still doesn't have a team because the Bettman Head In A Jar, the IHL commissioner, doesn't want it to happen.
