I don’t know if this helps but I had a similar Apex One jacket (san Francisco 49ers). Would have gotten mine in 1994. My assumption is that’s the era this jacket is from.
It looks like it’s made in China.
1995, give or take two years on either side.
Apex One had their heyday in this time period, and were known for their over-the-top stylings. I think their NHL license only ran from 1994 through 1997, but I’m not 100%.

Mid 90s. Apex was a knock off of the Starter brand. If it were a Starter jacket then it has some collectible value, Apex doesn’t imo
