This doesn’t read like a ban. It reads like an out for players who don’t want to participate (« shall not be put in a position of having to »), which tracks with everything we’ve seen with the Staals/Reimer/Provorov. They’re codifying what the de facto rule was last year.
It seems like players who wish to « demonstrate personal support » for initiatives will be able to, which I sincerely hope they do. This might even spur some of the more vocal allies in the league to use their voices more, which would be a great way to have it backfire on the dinosaur NHL.

Every Leafs or Raptors game I’ve been to in recent years plays that « Sports are for everyone, all are welcome, there’s no room for intolerance in our house » PSAs. I know that’s not coming from the League itself, but apparently it’s just untrue.
