That’s how I interpret it.
*Tiempo al tiempo* is an expression that can be translated as « … Being patient, waiting for the (right) moment… ». I can only assume he says it as *tiempo tiempo* to shorten it or it could be due to his Puerto Rican dialect.
I doubt hes even seen a single hockey game lol. He’s talking about Juan Gonzalez who played for the Texas Rangers for a long time.
