That is the Registered trademark symbol. Without it, someone could steal and redistribute the entire ice surface.

The official ***REGISTERED*** logo will always include the « R ». As it belongs to the organization, they can choose to use it or not (there’s generally no legal requirement to do so). Regarding things like embroidered jersey appliques; sometimes those tiny little fuckers are hard to stitch out without looking like mush (or carving a hole in the fabric). The same could be said for small cut vinyl lettering (maybe on some glass doors to an office?), so I’m sure more often than not, it’s a choice to leave it out due to either practicality, or simply aesthetics.
I’m sure there’s more to it than this (and regarding copyright/trademark law, there most definitely IS more than this), and I can certainly add a few more points, but I think that gets the basic idea across.

I’d be willing to wager that the stencils were made from a logo which had the registered copyright symbol on it and it just flowed through into the stencil work on ice. I say this because the little caesars logo and lca arena themselves are also likely registered copyrights but they do not feature a registered copyright symbol.
The existence of the mark doesn’t make it any more copyrighted. They didn’t have to put it there for any legal reason.
