those teams were made to forfeit their draft picks because their actions harmed the league's competitive balance. irregardless of whether it's wrong, covering up off the ice stuff does not effect the league's competitive balance. they are two different things. a fine was really the only means of punishment the commish had to levy on a franchise in that scenario.
They should give them a first overall pick and take another one from the Sens.
